In a state as large as India, security needs vary between its regions. Threats to the Indian state are perceived differently depending on the distance from New Delhi. The peninsular region has unique historical, cultural and trade relations with Southeast and East Asia and the Middle East. Within India itself, the region is marked by a better growth rate, literacy levels, societal harmony and standards of governance. The way these states view their security and growth are linked and interdependent. One of the objectives of the Centre for Security Analysis is to examine and develop the security perspectives of Peninsular India.

With this in view, the Centre for Security Analysis organised a seminar on 22-23 March 2004 in Chennai on the issues affecting various facets of security of Peninsular India. This book is the result of such an initiative.
